D.3.0 PREVENTION, CONTROL AND MINIMIZATION MEASURES
A description of the measures taken to prevent, control or minimize the
consequences of major accident.
This section explains the control strategy and measures undertaken by the Company
to manage the major accident events as identified in Part D 2.0.
In order to manage the risk and consequence of major accident events, the
Company deploys the hierarchy of control strategy as enshrined in the Malaysia
Occupational Safety and Health Act (OSHA) and regulations, other Malaysian Laws,
industrial and professional codes and standards and best practices.
D.3.1 Inherent Safety by Design
Application of inherent safety concept in the design, construction and operation
through elimination, minimization, segregation/isolation to manage hazardous
substances at source such as:
• Separation or isolation of Chlorine gas through the provision of a dedicated
storage facilities (Chlorine Room) and designs for Chlorine cylinders or
drums; and
• Inherently safe operation design of handling Chlorine cylinders or drums and
dosing process.
The following sections describe the inherent safety by design of the facility.
D 3.1.1 Segregation & Isolation of Hazardous Substance
The hazardous substance, namely Chlorine is stored at the designated room
secluded from the administrative office, surrounding building and human settlements.
The Chlorine Room designed purposely as a containment for the Chlorine gas. The
Chlorine Room is in a cool, dry, and well-ventilated condition. Unauthorized
personnel are not allowed to enter the Chlorine Room without obtaining
authorization.
D 3.1.2 Minimization of Inventory
As part as the inventory is concerned, the Company has designed the storage facility
based on the maximum inventory onsite and has obtained the design approval from
the relevant government agencies. The inventory will not exceed the maximum
