Heather’s practice focuses on public finance, urban development
law, and local government regulation. Heather works with
special purpose districts, such as municipal utility districts,
public improvement districts, and municipal management
districts, both in the role of general counsel and bond counsel.
Education and Professional Background. University of
Chicago, The Law School (J.D. 2002); Rice University (B.A., cum
laude, 1999); Admitted to practice: Texas, 2002. Prior to joining
the firm, Heather’s practice focused on employment and
commercial litigation.
