Whitney’s practice focuses on public finance, urban
development law, and local government regulation. Whitney
works with special purpose districts, such as municipal utility
districts, public improvement districts, and municipal
management districts, both in the role of general counsel and
bond counsel.
Education and Professional Background. Louisiana State
University (B.A. 1999); Sigma Tau Delta; The University of
Mississippi School of Law (J.D., magna cum laude, 2009);
Federal Law Clerk to the Honorable Bill Parker, Chief Judge
United States Bankruptcy Court Eastern District of Texas; Judicial Intern to the
Honorable Paul E. Danielson, Associate Justice Supreme Court of Arkansas. Prior to
joining the Firm, Whitney’s practice focused on corporate restructuring, business
bankruptcy, and commercial litigation matters.
