Zoning/Planning/Land Development/Economic Development
The Zoning Department may also be called the Planning, Land Development, or Economic Development
Department. Zoning begins the process for all building projects by reviewing site plans before the Building
Department reviews the building drawings. Zoning also handles other land-related projects such as
variances, conditional use permits or special exceptions, rezones, subdivisions, and annexations. Accessory
buildings for example sheds, typically are processed by the Building Department. Zoning departments are
generally the last department to automate, regardless of city or county size. These areas are usually run by
a college-educated professional planner who is appointed by the mayor or council board.
For each project, the Zoning Department wants to know:
• Will the zoning need to be changed, e.g. lots combined?
• What is the building foot print?
• What is the environmental impact to the community?
• What are the landscape plans?
• What are the public work plans for water, sewer, access via roads, etc.?
These details are all found in the architectural plans.
Building
The function of the Building Department is to enforce the regulations of the Zoning Department on a per
project basis. The Building Department also upholds state-regulated building codes.
There are two dominant building code standards within the United States:
1. The International Code Council (ICC)
2. The International Building Code (IBC)
Building Departments experience inefficiencies caused by a lack of communication between the Zoning and
Building departments. Don’t assume discussions made in the Zoning Department on a particular project are
shared with the Building Department.
Building Departments usually have a building official and multiple building inspectors, along with support
staff. The building official has the ability to condemn buildings and writer orders.
