COMPETENCY OF PHILHEALTH CARES IN GOVERNMENT HOSPITALS
IN PANGASINAN

This study determined the level of competencies of Phihealth cares in government
hospitals in Pangasinan. Part 1 dealt on the personal profile of the nurse respondents which
include their age, sex, civil status, highest educational attainment, number of years in service,
position, hospital assignment and number of trainings attended; and the client’s profile which
include their age, sex, civil status, highest educational attainment, hospital consulted, number
of days in the hospital, number of times Philhealth availed and diagnosis. Part II dealt on the
level of competencies of Philhealth CARES in terms of their competencies along customer focus,
communication skills and initiating services; and functional competencies along teamwork,
adaptability, building trust, continuing learning and decision making. Part III focused on the
significant difference and relationship in the level of competencies of Philhealth cares across
their profile variables.
Majority of the respondents are aged 21-40, female, single, had been in the service
for three years and above, bachelor’s degree holder, field officers, assigned at the Eastern
Pangasinan District Hospital, Pangasinan Provincial Hospital and Region1 Medical Center and
attended 3 or more trainings. On the part of the clients, most of them are in the age bracket of
19-40 w, female , married, college graduate, consulted at Pangasinan Provincial Hospital and
Western Pangasinan district Hospital, confined for 1-3 days, availed Philhealth for 2-4 times and
diagnosed with respiratory diseases. On the level of competence of the Philhealth cares as rated
by the nurses, it was found to be highly competent while the clients, they rated the nurses to be
highly competent. Overall on the core competencies of Philhealth cares it has an overall rating
of highly competent.
Based on the findings of the study, the following are the conclusions: The nurses were
rated to be highly competent by themselves and by the clients. Their profile variables does not
affect their level of competence in Philhealth cares.Their profile variables does not vary in their
level of competence in Philhealth cares. The proposed program is for adaption by the Philhealth
office.
Based on the conclusions, the following are hereby recommended: The respondent
nurses must pursue higher level of learning and be continually updated on the policies of
Philhealth. The clients must continue to seek the guidance of the Philhealth to understand well
on its policies. The nurses must attend more Philhealth related seminars or trainings to be more
abreast with the program of Philhealth for clients satisfaction. The nurses must perform their
functions regardless of their profile variables to improve services to their clients. The nurses must
continually improve their services to motivate other clients to utilize Philhealth.
