9). The whole of the top two rows and several stamps in Rows 3 and
4 showed complete albino overprints. This interesting error arose from
the presence on top of the sheet of a superfluous sheet of paper when
the overprinting was done.
During 1966 and 1967 Qatar indulged in a proliferation of
commemorative issues in no way connected with local affairs and, with
the usual miniature sheets, overprints and surcharges. The realisation
that this was not profitable to the State in the long run led to a more
conservative policy which has been followed since 1967.
