• Collect, compile, and analyze data to monitor recycling programs, and assure compliance with State, Local,
and Federal laws.

• Provide fiscal, human resources, payroll, and administrative oversight for the Solid Waste Department.
• Reconcile monthly reports; including but not limited to outside bank accounts reconciliation, OLGL, B&E,
and statement of fees.
• Supervise three employees responsible for administrative, payroll, human resources, and fiscal functions.
Provide training and direction, create workflows, discipline, write PAFs, and support.
• Act as an advisor to the Solid Waste Director.
• Compile and analyze numerous monthly reports including: waste hauler material report, construction and
demolition debris report, material origin, and waste tire report. I compile and report jurisdictional tonnage
data to the State and analyze data to ensure accurate reporting from waste haulers, municipalities, and other
agencies.
• Budgetary preparation; prepare annual and mid-year Solid Waste Budgets by estimating budgetary needs,
projection of future needs, prepare requisitions, obtain quotes from various vendors, obtain insurance
documents, prepare contracts and fixed asset requests, and entering budgetary information in to the
WebBudget and AFIN systems.
• Create and monitor the Solid Waste Department’s contacts and agreements. Ensure that vendors are in
compliance of their contract obligations while monitoring expenditures.
• Additional duties include updating and maintaining the Solid Waste database, tabulate and analyze factual
data, prepare agenda items, monitor the budgetary and fiscal control program, review and monitor pending
legislation pertaining to waste and recycling, review pending legislation pertaining to waste and recycling,
and working as a liaison between Solid Waste and various County departments.
• Coordinate and agendize Consolidate Waste Management Authority Support Staff Meetings, a Joint Power's
Agreement Committee; the Solid Waste Management Technical Advisory Committee, a Local Task Force;
and staff meetings.
• Provide administrative support to all staff in the Solid Waste Department, use ArcView (GIS) to determine
service providers and collection requirements, process orders, file, provide customer service to licensed
Haulers, the community, and others, as needed, and prepare meeting agendas and minutes.
