Division Manager Zero Waste Div. Berkeley, CA 2005-2008
• Developed and administered a comprehensive program to execute the City’s Zero Waste
goal by 2020. Implemented Construction & Demolition recovery system that increased
recycling diversion from the landfill 50%; implemented electronics/special waste
collection/handling system; implemented weekly food & green waste residential collection
system (without a rate increase).
• Managed a 750 ton/day Integrated Waste Facility and an integrated hauling operation. No
rate increases for hauling customers during 2005-2008 yet increased overall revenues 10%.
• Managed a $30M enterprise fund ($4M surplus when I left); oversaw all operations,
publicized the department and its goals, supervised 110 union and management staff.
Consultant Solid Waste/Recycling Industry 2002-2005
• Provided franchise, financial and political analysis for entering commercial markets; assisted
local company to reroute collection fleet while managing hauling operations in 3 cities.
Program Manager SWMP San Francisco, CA 1998-2002
• Evaluated 5-year, $450M rate change by City’s hauler in 2001. Decreased fleet by 50 vehicles
based on company's data, saving ratepayers $13M. Initiated 3-cart system/single-stream
recycling with the first weekly residential food waste/organics collection system in the nation.
• Managed staff of 18 and $6M budget. Managed publicizing and initiating recycling programs for
residents, government, businesses, and schools for the Solid Waste Management Program.
Plant Manager CWRS, Inc. Lodi, CA 1995-1998
• Managed a 2,000 ton-per-day MRF-Buyback/Transfer Station/Composting facility, a 500 ton-
per-day Class III Landfill, and a 175 ton-per-day Class III Landfill/ADC Grinding site in Lodi, CA.
• Supervised a $7M P&L, 100 employees, and all related transportation for the operations.
Recycling Director Ecology Center Berkeley, CA 1992-1994
• Developed and implemented $960,000 financing package, $480,000 awarded by the
CIWMB via Recycled Market Development Zone program, to upgrade mrf and fleet.
• Managed 40,000 household residential curbside recycling program in Berkeley, CA, and
associated 7.5-year/$9.75M contract and $1.3M P&L.
• Operations Manager 1991-1992. Negotiated multi-million-dollar franchise with the City of
Berkeley, which included one of the first mixed paper collection programs in the nation.
