Kings Waste and Recycling Authority, Hanford, CA
• As the Executive Director of a Joint Powers Authority (JPA), I am responsible for the oversight of waste
management activities of member agencies of the Kings Waste and Recycling Authority, a JPA comprised of
four municipalities. In this capacity, I act as the Chief Administrative Officer for the JPA.
• Designated as the Clerk of the Board to the KWRA Board of Directors.
• Responsible for the oversight of the KWRA material recovery facility, transfer station, roll-off collection
program, and HHW program.
• Develop, monitor, and manage the Authority’s annual operating budget including tracking monthly
expenditure reports, overseeing and monitoring long-range capital improvement programs and preparing
mid-year and end-of-year budget reports for public presentation.
• Responsible for the administrative, planning and reporting activities, and supervision of Authority’s staff.
• Provide advice and consultation to the Board of Directors on the development of regulations, policies, and
programs.
• Management of operational, financial, and administrative functions, as well as personnel and risk
management activities.
• Solely responsible for the day-to-day operational decisions consistent with adopted Board policy.
