Maximize the use of the airspace - which we all know in this industry is our inventory. Developed general
               ledger systems - maintenance. I think I am very adept at technology and being able to implement that.
               There is a requirement for national vet for China.


               Please describe a project in which you played a major role in creating pathways for
               improvement for those in your community.

                With Sunnyvale - I've been there for numerous years for various assignments. Both of those we were
               under a franchised agreement. For pathways for improvement - I was brought in as operations manager
               in the early '90s. We began the three bin system. That process went along - we listened to the
               community - the community wanted to be able to recycle more. The bins were very limited - we worked
               with the City to develop a curbside recycling system - it went from a three bin system to a one cart
               system that was mixed. There was public outreach, getting approval from the City council. We could
               keep the quality up through the proper organized mechanisms. We worked on presentations, local
               interest groups, we purchased carts, we purchased trucks. We retrained personnel. We went through the
               three bins. That program goes on - it increases success. I think that's been able to work through various
               processes. Of being able to work with the community. Help them understand a new way to do that.
               Through the outreach programs we were able to communicate the advantages of the new system and
               provided more recycling diversion for the community. That outreach includes meetings with the local
               power brokers, local interest groups, the chamber of commerce, the art and wine festival, providing a
               good outreach program, and is able to vet them out in an open environment so that it is successful and
               meets the expectations of the community.



               The State of California has passed laws requiring increased recycling of Organic Waste, with the
               goal of reducing disposal of organic waste by 50 percent compared to 2014 levels, by 2020.
               Please provide your experience with recycling and solid waste in addressing this issue.


               That's SB 1383 - there's a lot of different pieces of that regulation - it includes enforcement, food reuse,
               composting. As far as my experience with SB 1383 - it's new - we're still working through it - there was a
               final draft with public comment that we just finalized- but we now have an agreement by how this is going
               to be rolled out. I have helped two communities already to meet the fifteen year planning horizon that is
               now for organics for disposable organic waste.
               Organics - based off of the 2014 waste study - there are also procurement requirements - my part has
               been to help identify opportunities for the communities. Mariposa had the in vessel facility right up the hill
               from Merced. I did originally have discussions with Merced to use that facility in a more regional
               approach - I have some limited experience in dealing with Merced in the landfill.
               With Butte County - I have developed an RFP that I have put out on the street to help with rate review.
               We can't do any of the recycling until we understand what our revenue streams are and what it is going
               to cost. To help build those strategic plans, I have been working with them. Is it the responsibility of the
               jurisdiction to go after the full 50% reduction, yes, but some of that will be dictated by the market. We
               need to focus on the bottom 20% that nobody wants to deal with and provide a backbone. I have done a
               number of presentations on SB 1383 - I understand the details. I've put in in vessels, diversion recycling
               facilities, recycling facilities, etc.

               I have one interesting thing to add to this. Butte County - as everyone knows - fortunately for them I was
               able to assist the removal process - we were able to take this facility down to 1,500 tons per day - we
               showed them how to operate the facility correctly - that revenue is being used to offset some past
               funding issues that they neglected. So we have been able to get them back and up righted.



               What is your experience managing diverse groups of employees, mentoring and growing them, and
               what employment issues and challenges have you faced in communicating with different personality
               types?

               My career has been just that ­ I have made my career as a consultant being brought into unique
               situations ­ such as large urban areas and smaller urban. As far as employees go ­ I have been very
               successful. Most of the assignments that I have had in the past has given me the skillset to manage
