Why are you interested in the Regional Waste Authority Director position with Merced County
Association of Governments? Tell me a bit about what you know about the Association.
One reason of interest is that I have enough to start my retirement here. This would help financially. I
am on a State retirement program here. I have done 25 years here and it would be a nice change. That -
and I looked at it and I thought it was interesting. Thought I would like to give it a shot. What I know
about MCAG - looks like it was established in the '60s. I don't have a lot of knowledge - I do believe they
have 33 people in the regional waste.
Please describe your most recent position and day-to-day responsibilities.
Currently Executive Director of the Golden Triangle Resource Management facility. I oversee landfill -
we do about 600 tons a day normal waste. Sometimes we get 1,000 tons a day. We also have a landfill
control system which we put in voluntarily. We run a generator that creates electricity and put it on the
grid and sell it to the Tennessee Valley Authority. I am responsible for all of the testing. Coordinating our
monthly, quarterly, annual testing. I am also responsible for signing all of the reports including for the
EPA - I sign all of those reports. We have in-house accounting persons. We do all of our own payroll and
billing.
Staff - 18 employees including myself. I have a secretary/office manager. I have an environmental
technician, gas system technician, mechanics, equipment operators, and laborers.
I have a board of 32 board members - six cities and six counties that are apart of the Authority. The
representation on the Board depends on how much garbage comes from each city or county. The
executive committee meets once a month, the full Board about three times a year.
I prepare all of the agendas for the board member and make sure they are correct.
Please provide any insights you might have around managing solid waste divisions within the
public-sector.
I've never managed in the private-sector. We are more oriented towards doing the job as well as we can
while maintaining environmental compliance. We provide this service to the citizens of our six counties.
That's what our main objective is - is to provide the service at the most reasonable cost we can and
protect the environment.
Please describe your experience in evaluating technology and operational procedure utilized
in a department and your approach to implementing change, if needed.
I've been here since before we opened the landfill. All of the procedures we do we have developed as
we built the facility and operated it. As far as major changing - the most we've done on that is installing
our gas system and generator. We sat down and looked at all of the different options. The best example
I can think of is we operated the generator for many years - it increased our maintenance cost. We
looked at removal systems and evaluated every type we could find and every brand we could find. We
determined the best type was a regional management system. We got to the bottom line and compared
the numbers to find which one would be the most cost effective, we went through all of the different
scenarios - cost, benefit analysis. Present all the facts to the Board and make a recommendation - and
they will make the final decision.
Please describe a project in which you played a major role in creating pathways for
improvement for those in your community.
We don't have a lot of contact with the citizens in the community - it's with the haulers of garbage for the
