          December 2016 – present          Deputy Director, Juvenile Probation Department
                                           City and County of San Francisco, San Francisco, CA

          Direct and lead multiple Department-wide divisions to plan, develop, implement, and manage all functions and activities including:

          •   Serve as Department budget and financial strategist responsible for budget planning, development, and administration of
             operating budgets, capital budgets, state and federal budgets, and grant budgets.  Direct and oversee financial and funds
             management, revenue recovery and cost allocation in compliance with federal and state regulations for allocable salaries and
             benefits, program expenditures, and administration and indirect costs.

          •   Oversee financial planning and forecasting for Department revenue including State Sales Tax and Vehicle License Fees
             apportionments for AB 109 Public Safety Realignment and SB 1020/AB 118 Protective Services Realignment for Child
             Welfare Services and Foster Care programs, Law Enforcement Services, Juvenile Justice Reentry Services, Juvenile Justice
             Crime Prevention Act, and Youthful Offender Block; and restricted grants including California Department of Education Child
             Nutrition Grant,   Board of State & Community Corrections Youth Reinvestment Grant, Evidenced Based Practice Grant,
             Implicit Bias Zellerbach Grant, Juvenile Detention Alternatives Initiative Grant, and Edward Byrne Memorial Justice
             Assistance Grant.   Direct and manage general accounting operations including accounts payable, accounts receivable,
             Restitution Collections and Confiscated Funds, debt management, trust banking, and grants and capital projects accounting.

          •   Serve as Department primary representative and consultant with the Mayor’s Office of Planning & Budgeting, Board of
             Supervisors and Board Aides, Juvenile Probation Commission, City & County Capital Planning Committee, Committee of
             Information Technology, Controller’s Office, other City & County Departments, state and federal agencies, external state-wide
             probation and welfare associations, organizations, and committees.  Represent the department with the media, Public
             Information Records requests, City Sunshine Ordinance requests, and SB 1421 Peace Officers Release of Records requests.
             Plan, prepare, and present reports to City & County Department Heads, Commissions, Boards, Committees, and external public
             interest groups and associations.

          •   Direct Research & Planning Division with responsibility for strategy development, implementation, and regulatory reporting for
             probation and child welfare programs and grants; developing and implementing new and updated policies and procedures,
             planning and conducting feasibility studies, planning and implementing probation case management system modifications to
             achieve compliance with Superior Court and regulatory requirements for detention facilities, community probation, nutrition
             and food service operations, and administrative operations.  Direct interpretation and analysis of state and federal legislation,
             city and county ordinances and codes; maintain comprehensive knowledge of national and state juvenile justice best practices;
             and develop partnerships with research institutions to facilitate and assure access to current and advanced data and analytics and
             statistical qualitative and quantitative research methods, strategies and approaches. Direct and lead research projects, plan
             development of proposals and reports with findings and recommendations, and present results to elected officials, commission,
             boards, committees, other City departments, and state and federal agencies.

          •   Lead Information Technology Department including automation planning, cloud and cybersecurity services, juvenile justice
             case management systems and interfaces with SF Police Department, CA Superior Courts, State Department of Juvenile Justice,
             California Law Enforcement Telecommunications (CLETS), SF Unified School District, and data analytics and reporting
             systems to to enable:
                 -  integrated data analytics, decision making, and performance management;
                 -  real-time financial planning and forecasting of expenditure and cost allocation, program utilization, workload and time
                    allocation, and revenue maximization; and
                 -  modernization solutions, establish and lead consultancy services for establishing technology initiatives and projects
                    including replacing legacy telephone systems with IP-based advanced unified communications solution, transition to
                    cloud-based storage for voice, data, video, and internet traffic and collection, storage, managing, securing and
                    distributing data for decision making.
                 -  Develop and implement cybersecurity policies, procedures and protocols to prevent and detect infrastructure attacks,
                    security breaches, and data leaks to minimize loss of confidential client data in environment of mobile devices.
