                    Develop and provide comprehensive user support and training to enable employees to rapidly utilize new systems; and
                    establish fully functioning helpdesk and self-service solution through department internet.
                 -  Develop comprehensive data modeling, reporting queries as basis for standard and adhoc reporting, dashboarding
                    solutions for internal resource and performance management and external public facing access.

          •   Responsible for directing Contracts & Purchasing Operations including RFP/RFQ processes, bid evaluation and vendor
             selection, contract negotiations and development, vendor evaluations and corrective action plans, contract evaluations,
             terminations and closeouts.   Contracting and purchasing scope of responsibility includes information technology equipment,
             software, and technology services; construction and engineering services; capital assets; kitchen and laundry appliances and
             equipment; water treatment and waste water treatment operations; bio-hazardous remediation and de-contamination services;
             diesel and unleaded fuel; program and professional services, and vocational and recreation services; and furniture and office
             equipment, food and food products, detainee clothing and personal care products, staff uniforms, cleaning and household
             products and supplies,  staff training and development services, security and investigative services, and interdepartmental
             Memorandums of Understanding.

          •   Direct department-wide Human Resources operations including consulting with directors and executives on interpretation and
             practice integration of City ordinances and policies, Civil Service Commission rules, and federal, state and local regulations.
             Lead recruitment and talent acquisition operations including conducting recruitments, applicant testing, market analysis for
             position and salary/compensation classifications and modifications, backgrounds and reference verifications, and new employee
             training and orientations.  Direct labor and management meet and confer sessions, negotiate and manage labor disputes,
             grievances, and work place issues.  Oversee payroll operations, workers compensation and leaves management and return-to-
             work functions, and personnel records management.   Manage compliance and regulatory reporting, employee and hiring
             statistical reporting, and vacancy and overtime utilization analytics reporting.

          •   Lead and direct Capital Projects including developing and managing capital projects across multiple locations (some located in
             La Honda, CA in San Mateo County) and many buildings including detention and residential dormitory buildings, engineering
             and service buildings, kitchen and laundry buildings, administration and Superior Court facilities, information technology
             buildings, gymnasiums and school buildings, library and medical clinic buildings, and vocational shop buildings.  Capital
             Projects have included Juvenile Probation Department Master Planning Project, Juvenile Hall Video Surveillance Camera
             Project, Elevator Replacement Project, ADA Restroom Renovation Projects on 4 floors in administration and Superior Court
             building, Kitchen Upgrade Project, Camp Dormitory Roof and Eaves Replacement Project, Service Building Boiler
             Replacement Project, ADA Entry Ramp Project, Juvenile Hall Window Replacement Project, and Camp Deck Project, and
             Administration & Court Building Window Replacement Project.

          •   Oversee Internal Investigations with responsibility for developing and maintaining peace officer and administrative policies and
             standards of conduct, ethics, and conflict of interest.  Develop and coordinate training and consulting for directors, managers,
             and supervisors on Department, City, federal, and state regulations, policies and procedures related to harassment,
             discrimination, retaliation, misconduct and law violations, falsification of official records, release of confidential information,
             and misuse of public funds, equipment and resources.  Conduct investigations in compliance with CA Government Code, Peace
             Officers Bill of Rights, Skelly Hearing requirements, grievances and progressive disciplines in adherence with requirements of
             the various labor agreements, and employee issues, concerns, and conflicts.  Manage investigation processes including securing
             video records, visiting and view areas of incidents, take photographs of scenes, gathering evidentiary items, records and
             documents, interviewing complainants, witnesses, and subjects to obtain the facts of issues, and preparing statements and
             exhibits relevant to determining authenticity of complaints and facts of incidents.   Develop and present investigation reports,
             and coordinate referrals to the City Attorney’s Office and District Attorney for investigations indicating serious wrong doing or
             possible involvement of a crime.

          •   Direct Facilities & Grounds Management, Custodial Services, Vehicles & Fleet Operations, and Warehouse & Storeroom
             Services including overseeing engineering and facilities management functions for detention facilities, recreational and
             education facilities (schools and libraries, gymnasiums, swimming pool, vocational construction shop and technology learning
             center, medical exam buildings), administration and information technology buildings, Superior Courts, kitchen and cafeteria
             buildings, boiler/HVAC and service buildings, and warehouses.    In addition, I oversee and manage a 60 acre “bequeathed
             property” which includes Log Cabin Ranch, Hidden Valley Ranch, two (2) water bodies - - Knuedler Lake and Mindego Creek,
             underground and above ground diesel and unleaded gas storage tanks, Waste Water Treatment Plant and Fresh Water Treatment
             Plant and State Water Board regulatory reporting, Water Rights Legal Agreements, and Endangered Species Agreements.

          •   Manage Employee Health & Safety and Disaster Planning operations including developing and implementing health and safety
             policies and procedures,  interventions to reduce repetitive injuries and injury trend analytics and reporting for conduct targeted
             employee injury prevention and occupational health management training, and convening safety meetings with management and
             employees.  Responsibilities include conducting safety inspections of various work locations and facilities to assess safety and
