STRATEGIC OBJECTIVES
        III. #PartnerForChange
From 2017-2022, DTI shall adopt the following strategies:

        CORE PROCESS

1 1 Improve competitiveness and ease of doing business

Part of the Administration's 0+10 Socioeconomic Agenda is the improvement of competitiveness
and ease of doing business. The challenge is to catapult the Philippines to the top 20 of the world's
most competitive economies by 2020. DTI, through the National Competitiveness Council, and
other stakeholders from government, private sector and international development partners, will
advocate for the automation and promote creative ways to streamline and automate government
procedures at both national and local level.

           2 2 Build innovative, value-adding, technology-enhanced, globally
               competitive industries

With the Inclusive and Innovation-led Industrial Strategy, DTI aims to upgrade manufacturing,
agriculture and services and strengthen their linkages into domestic and global value chains. Its
focus is to build innovative, value-adding, technology-enhanced, globally-competitive industries
where the Philippines will be known for. Towards this end, DTI will build an entrepreneurial culture,
provide policy program support to develop competitive micro and small enterprises, and promote
more inclusive business models as well as social enterprises to link small enterprises into the value
chain of big businesses. Binding constraints such as supply and value chain gaps, access to
technologies and finance, weak regulatory and certification system, lack of infrastructure and R&D
               shall be addressed.

3 3 Improve access in both domestic and international markets and maximize
               gains from free trade agreements

DTI will expand access of exporters to non-traditional markets. Promotional initiatives will be
focused on markets where the Philippines has existing preferential trading agreement and market
readiness of domestic enterprises will be accelerated to increase the number of innovative
exporters and competitive and reliable domestic suppliers. Domestic market access will also be
improved through creative platforms such as GoLokal!
