Identification of Factors Affecting for Delaying Water & Waste Water
Treatment Plant Construction Projects: A Case Study of a Sri Lankan
Company

ABSTRACT
Construction delays highly affect the good will of company and it is a major
problem in construction industry. Sri Lanka has new trend for water and waste water
treatment. The main objective of this study is to identify major causes for construction
delays and methods of minimizing delays. A questionnaire, based on the Likert scale, was
developed to carry out this research to measure the delayed reasons for the delay against
the number of delayed days. Data was collected under ten factors for delaying water and
waste water treatment plant construction projects. Those are delayed at mobilization stage,
agreement preparation delays, payment delays, local material purchasing delays,
unavoidable issues, planning processes, import delays, clients’ problems, communication
problems and installation delays. Regression analysis was used to identify the significant
factors for the delay in water and waste water treatment plant construction projects. This
study revealed that delaying at mobilization stage, unavoidable issues, import delays and
installation delays were the significant impacts on delays in construction. Therefore
preparation of proper plan to purchase materials and chemicals and to utilize existing
resources and introduction of rewarding system for the employees would help to reduce
such delays to some extent.
