Rahmatan (mercy) as stated in the verse is reflected in the values of Maqasid Shariah, i.e. to seek
what is good and avoid what is harmful. Thus, all the teachings of Islam as revealed by Allah, the
Almighty, are contained in these two values, the subject matter of Maqasid Shariah.
Maslahah or benefit, which forms the basis of Maqasid Shariah is suitable for all people, places and
times; and for both Muslims and non-Muslims. This is based on the concept of Islam as a mercy
for the entire universe and the fact that its teachings are consistent with human nature (fitrah). The
administration of the country is an area which is emphasised in the shariah. It is a very important
area and the basis for the well-being of mankind. In order to ensure that the concept of rahmatan
lil ‘alamin is implemented in state governance, the values of Maqasid Shariah must accompany all
actions related to state governance in order to preserve the interest of the people and country.
