III. Gamuda-WCT Joint Venture for Hamad International
Airport (Doha)
The SGW (Sinohydro-Gamuda-WCT) was awarded the
contract of QR3.5 billion (RM3.75 billion) in 2005 for the
works - design and build for two runaways, taxiways,
aircraft parking aprons, two tunnels, airport drainage
system and detention ponds.
The contract works completed on 31 October 2013 and
the Initial Acceptance Certificate was issued to SGW on
29 January 2014. The Employer or the Hamad
International Airport Expansion Project Steering
Committee (HIAEPSC) has yet to issue the Final
Acceptance Certificate as a requirement for closing out the
contract. In other words, HIAEPSC refused to release the
final payment and retention to SGW after the contract
works completed in 2013.
Mission was advised that HIAEPSC also refused to
release the Full Acceptance Certificate which was overdue
on 29 January 2015 due to depressions observed on the
asphalt pavement. Mission was further advised that
HIAEPSC insisted SGW continues to repair and rectify the
depressions of the asphalt pavement. Although the repair
works are not part of the Contract, SGW has no option
but continued to carry out asphalt repairs as and when
instructed since 2015.
