HIAEPSC had a meeting on 10 April 2018 and threatened
to confiscate SGW performance bond, retention sum and
payment certificate totaling QR446 million (RM479
million). Following HIAEPSC’s decision, a meeting was
initiated by Mission with HE Jassim Ahmed Saif Al Sulaiti,
Minister of Transportation and Communication at the
latter's office on 22 May 2018. The Minister was briefed
that SGW had carried out independent test and the
findings showed that although asphalt pavement has been
designed and built in accordance with the requirement
standards, concrete should have been used instead for
the depressed areas.
The Minister also mentioned that concrete pavement will
be used to replace affected areas with depressions
(asphalt pavement). Thus, the HIAEPSC is set to carry
out a new tender to replace all the depressed areas
(asphalt) with concrete pavement with an estimation cost
of QR440 million (RM475.20 million).
Minister agreed to our request and HIAEPSC has been
instructed to further discuss with the Chairman of Civil
Aviation, Qatar scheduled on 4 July 2018 to explore on
constructive solutions to resolve of the issue. The Minister
however, insisted that consultant and SGW should be held
responsible of the depressions observed on taxiways,
aircraft holding and slow moving aircraft areas.
The discussion with the Chairman of Civil Aviation, Qatar
was held as scheduled and further meetings were held
with HIAEPSC. To-date, both parties have failed to reach
for any solution.
