community to the Ark of Noah; he who boards it obtains
salvation or reaches the gate of repentance (hitta). They
do not disobey Allah in what he has commended them;
they act in accordance with His laws. They are infallible
and possess the attributes of perfection, completeness
and knowledge, from the beginning to the end of their
missions. Defects (naqs) cannot be attributed to them, or
disobedience (‘isyan), or ignorance (jahl), in any of their
actions and their command is the command of Allah,
their prohibition is the prohibition of Allah; obedience to
them is obedience to Allah and disobedience to them is
disobedience to Allah (10).
Obedience to (Ulu-Al-amr) is obedience to Allah and
His Messenger. So long as they obey Allah and His
Messenger, it is the duty of the Muslims to obey them.
But when they disobey Allah and His Messenger, the
Muslims are no longer bound to obey them. “Oh, you
believe; obey Allah and obey the Messenger and Ul-ul-
amr among you and if you differ in any matter, refer it
unto God and His Messenger, if you believe in Allah and
the last day” (11).
According to Ibn Qayyim al-Jawziyya (691A.H/1292-
751A.H/1350), a prominent Sunni jurist the verb (ati‘u)
(obey) has been used, both for Allah and His Messenger
as indicative of the fact that obedience to the Messenger
is permanent like obedience to Allah in all matters. The
