NATIONAL HEALTH SYSTEM FINANCING AND CIVIL SOCIETY

Abstrak: This study analyzes the development of civil society from the
perspective of economics, especially health economics as part of human
resource economics by testing several models of financing the national health
system in several countries. The research method used is a literature study and
confirms with relevant data. It was found that the financing model of the health
system differs between countries according to the economic system adopted and
the dominant economic thinking (Keynes, Classic, Schumpeterian). There is a
very strong relationship between the financing model of the national health
system and the achievement of state goals, including protecting the rights of
citizens and achieving prosperity. Discussions about the financing model for the
national health system are increasingly relevant, especially with the global
Covid-19 pandemic. The dialectic of financing the national health system moves
from three options for financing the health system; purely government, partly by
the government and fully by the private sector or society. Especially for
Indonesia, the interesting case is the position of BPJS Health and BPJS
Employment as well as public health insurance (Jamkesmas, Jamkesda,
Jampersal and the like) and private insurance. In the future, it is necessary to
conduct a study on the development of a financing model for the national health
system in Indonesia.
