               2.6      Highway Safety

               2.6.1    Personal Injury Accident (PIA) data has been obtained from Kent County Council
                        (KCC) for the area surrounding the proposal site for the most recent three-year
                        study period up to 30  September 2018. This accident plot and D-Print report are
                                              th
                        included at Appendix B.
               2.6.2    In total, ten incidents were recorded, nine of which were classified as ‘slight’ in
                        severity and the other as fatal. The majority of the incidents occurred in light, fine
                        and dry conditions.

               2.6.3    Three incidents were recorded at the A2 High Street / Bull Lane / Station Road
                        staggered crossroads, of which one was fatal (PIA no.9). This incident occurred
                        during roadworks. An HGV was heading east towards Sittingbourne but was held
                        stationary at the works. A worker signalled for the HGV to move through the works
                        where the vehicle struck a pedestrian who was crossing in front of it, resulting in
                        fatal injuries. The HGV did not stop at the scene but was traced following the
                        event.


               2.6.4    The  second  incident  (PIA  no.4)  involved  a  vehicle  carrying  out  an  overtaking
                        manoeuvre. In  doing  so,  the vehicle  collided with  another vehicle  exiting  Bull
                        Lane.  The  final  incident  at  this  junction  (PIA  no.7)  involved  a  vehicle  and  a
                        pedestrian. The vehicle had been signalling to turn on to Bull Lane but cancelled
                        the signal. At the same time, the pedestrian attempted to cross the road, resulting
                        in a collision.

               2.6.5    Two incidents occurred to the east of Station Road on the A2 High Street. Both
                        (PIA nos.1 and 10) were the result of rear end shunt incidents.

               2.6.6    Two  incidents were recorded  at the  junction  of  Church Lane  and  the  A2 High
                        Street. The first (PIA no.2) was the result of a vehicle turning right on to the High
                        Street from Church Lane. In leaving the junction, the vehicle collided with the rear
                        of a second vehicle travelling on the A2. The second incident (PIA no.8) occurred
                        as a vehicle overtook a right turning vehicle entering Church Lane, resulting in a
                        collision.


               2.6.7    The final three incidents occurred along the A2 High Street. The first incident (PIA
                        no.3) was the result of a single vehicle colliding with a lamp post. The second
                        incident (PIA no.5) involved a car and a pedal cyclist. The vehicle left a side road
                        and collided with the cyclist’s back wheel, causing them to fall. The final incident
                        (PIA no.6) was the result of a rear end shunt where it was noted that the driver
                        responsible for the incident was using a telephone at the time.

               2.6.8    The above incidents appear to have been the result of human error, with drivers
                        not paying due care and attention when undertaking manoeuvres. A fatal incident
                        has been recorded, but it is considered that this was isolated in nature due to the
                        temporary road works in place at the time and human error. As such, it is not
                        considered  that  the  proposed  development  will  exacerbate  highway  safety
                        concerns in the locality.
