3 Proposed Development
3.1 Overview
3.1.1 The proposed development comprises the provision of 35no. dwellings, 21no. of
which will be privately owned and 14no. being affordable.
3.1.2 An illustrative site layout plan is included at Appendix C.
3.2 Access
3.2.1 Access to the site will be derived from Eden Meadows, which was granted
permission for the development of nine units under Planning Application
Reference: 16/505861/OUT and allowed at Appeal. The access and internal spine
road has been developed with an initial carriageway width of 5.5 metres on entry
to the site, narrowing to 4.8 metres within the internal site confines. In accordance
with the ‘Kent Design Guide: Designing for Movement’, a 4.8 metre minor access
road is considered suitable for access to up to 50 dwellings. As noted, the
proposals are for 35 dwellings, which in combination with the nine previously
developed provides a total of 44 units, thereby meeting this requirement.
3.2.2 Dropped kerbs and tactile paving have been added to the existing traffic calming
island to the west of the access to allow for continuous pedestrian access towards
Newington village centre. Across the access bellmouth, a further dropped kerb,
tactile paving crossing has been installed to facilitate east-west pedestrian
movements.
3.3 Parking
3.3.1 Dwellings will be provided with parking spaces in accordance with Swale Borough
Council’s recently-adopted Parking Standards Supplementary Planning Document.
Cycle parking will be provided in accordance with this document.
3.3.2 A total of 74 parking spaces are proposed, with seven of these comprising visitor
spaces.
3.4 Site Servicing
3.4.1 To ensure that the proposed site layout is suitable for service vehicles, swept path
analysis has been undertaken. A refuse vehicle, fire tender, pantechnicon and
estate car have been assessed. The associated drawings are included at Appendix
D.
3.4.2 The drawings confirm that the site layout can comfortably accommodate these
larger vehicle movements, ensuring that accessibility to all properties is
maintained.
3.5 Construction Traffic
3.5.1 It is expected that site office and welfare facilities will be located on the
construction site. Wheel washing equipment will be provided as necessary for
