Based on this study, it can be concluded that the validity and reliability
values are important factors to an instrument that is being developed.
The implication of this study is useful in assisting TF11 produce a
quality instrument to assess P.O.I.S.E Core Values (NTP) among UM
staff. The reliability test conducted proves that the items tested are able
to measure the desired dimensions.
Based on Rasch Analysis Model, TF11 suggests that the following 15
items be selected, namely:

1. The officer always strives to obtain work-related knowledge.
2. The officer is willing to try and explore new things or opportunities in line with the needs of the
organisation.
3. The officer is able to mobilise all resources, such as finance, manpower, equipment and
information, to achieve the organisation’s objectives.
4. The officer is able to convey intentions, views, understanding and instructions on matters related
to work.
5. The officer always shows respect to others regardless of rank.
6. The officer appreciates the spirit of teamwork by always participating in every group task.
7. The officer is trustworthy in carrying out assigned duties.
8. The officer always steers clear of any traits that might jeopardise the organisation.
9. The officer always abides by the rules including being punctual.
10. The officer always performs duties with transparency.
11. The officer is open-minded and does not hide any facts as long as it does not jeopardise the
organisation.
12. The officer is always ready to give feedback when needed.
13. The officer is able to accept the weaknesses and shortcomings of others as they are.
14. The officer is willing to help without being asked and is able to act as a facilitator when needed.
15. The officer is always mindful of changes in emotions, behaviour and is aware of the feelings as
well as needs of others.
