6.0 System Development

System development is one of the most important
parts in the implementation of a Performance
Assessment System. Starting from 2021, the
system has been improved by including P.O.I.S.E
elements in the assessment components.

System development activities started around April 2021 in stages by
the Centre for Information Technology (henceforth PTM) until the new
Performance Assessment System was launched on 1 June 2021 for all
UM staff. Continuous improvement has been implemented from time to
time based on input and feedback received from various stakeholders
and staff.
An important aspect in the development of the system is obtaining
specifications of user requirements, as follows:

1) Distribution of assessment weightage
74 2) Scoring scale and rubrics
3) P.O.I.S.E items
4) Stakeholder cluster categories
5) Assessor nomination and stakeholder selection processes
6) P.O.I.S.E assessment
7) Reporting and achievement statistics based on P.O.I.S.E elements

The development of Performance Assessment System based on
P.O.I.S.E core values (NTP) includes the following activities:

1) User needs analysis
2) System design, development and testing
3) User Acceptance Test
4) System security test
5) System launch
