Vietnam Veterans To Be Honored in Ceremony

“We want them to come even if they haven’t called ahead. We’ll make the certificates that day, but we need to have an idea as to how many we will need,” says DAR Regent, Mitzie Pitford. To RSVP for the reception, veterans or their family members should call local DAR member: Mitzie Pitford at (660-341-9414), Carol Ragar (660-341- 0425) or Caren Whitehead (660-342-1323). If unable to attend the reception, notify one of these DAR members so arrangements can be made to deliver the thank you items.
If you served during the Vietnam Conflict, the Clark County Chapter of the Daughters of the American Revolution wants you!
Why? Because we want to honor you now and give you the homecoming you should have received when returning from your military service. We will be honoring those who served on active duty from November 1, 1955 to May 15, 1975, regardless of location. The reception will be held 2-3:30 p.m. Saturday, March 17th, at the Care Building in Kahoka – however, we would like to know how many Veterans will be attending in advance. Each veteran, or a representative of their family, will receive a personalized certificate and lapel pin along with other items to say “Thank you”.

I have often said that there is a story in each room at the Clark County Nursing Home. It is a shame that often these stories go unshared. There are not just stories but rich history as well. This past week I was honored to speak to Frank Ellington. Mr. Ellington has written as well as illustrated seven books on various subjects dealing with the Santa Fe railroad. To be honest, he could very easily have seven books written about his life. He has lived such as rich and interesting life that’s hard to know where to begin.
The books are very large and may be opened so that copies of his illustrations and drawings may be made and models made to scale. Frank is also a member of the Santa Fe Historical Society and his membership card is #3. His love of the Santa Fe Railroad is also shared by a great many people including a good friend who used to come to Fort Madison, to visit his grandfather. That young man was Michael Gross, who would later become an actor and star in the series Family Ties. Gross continues to stay in contact with Frank and has been at the Clark County Nursing Home to visit him. He too also shares an interest in trains and is a collector. As stated earlier Frank would write seven books, two of which are in the Library of Congress. He would complete his last book in 2004.
Frank’s love for music would mean that he would play 1st chair oboe in the Des Moines Symphony for 22 years. He also played oboe in the Argonne Post American Legion Band for nearly 20 years. Frank also directed the choir in the Methodist Church for many years.
This will be the first reception the Clark County chapter has hosted and wish to honor all Vietnam Veterans in our area. Vietnam Veterans do not have to only be from Clark County, we are honoring all Vietnam Veterans.
Frank was born in Fort Madison Iowa and is a graduate of the Fort Madison High School. While in the 8th grade he joined the band playing the oboe, making music a very important factor in his life.
Frank moved to the Clark County Nursing Home in December of 2014 and because it became difficult to drive from their home in Iowa, his wife Jackie moved to Kahoka in August of 2015. Jackie and Frank were neighbors and in fact her daughter served as his drum major in his high school band. They would be married on March 15, 1995. Frank’s first wife Grace was from the area, and she and Frank had two daughters Wanda and Cheryl. Frank is also related to the Walker family, also from this area through marriage.
The Clark County Chapter has been recognized by the Department of Defense Vietnam War Commemoration as a Commemorative Partner on August 21, 2015. The United States of America Vietnam War Commemoration Commemorative Partner Program is designed for federal, state and local communities, veterans’ organizations and other nongovernmental organizations to assist a grateful nation in thanking and honoring our Vietnam Veterans and their families. Commemorative Partners are to participate in the Commemoration of the Vietnam War by planning and conducting events and activities that will recognize Vietnam Veterans and their families’ service, valor, and sacrifice.
While in high school, Frank started an apprenticeship with the Santa Fe Railroad working on steam engines. His love for the Santa Fe is what drove him to write seven books on the subject because as Frank said, “I just felt it was important to share

After graduating high school, Frank enlisted in the Army Air Corps in 1942. When you visit his room a calendar hangs on the wall that features many of the planes which Frank worked on during the war. When he returned home he would go to Drake University, earning two master’s Degrees in Music and Education. For 32 years he would teach music in Iowa. Frank felt that he was strict when he taught band and each member had to be ready before going out to perform, otherwise he wouldn’t allow them to perform.
Frank has also been a Mason for 72 years and belongs to Fort Madison Lodge #13 and he is also a 32nd Degree member of the Scottish Rite which he joined on April 2, 1946. Frank became active in the Masons because his father was, but he added, “I have also been very strong in the beliefs of the Masons on how a person should conduct themselves.”
The Clark County Sheriff’s Office reports the arrest of Joseph Duane Leeper Sr, age 42 of Kahoka, Clark County, Missouri. Leeper was arrested on four felonies, Burglary 2nd degree, receiving stolen property, Possession of a controlled substance (Methamphetamine) and unlawful possession of drug paraphernalia (Methamphetamine).

On February 1, 2018, at 1556 hours, the Clark County Sheriff’s Office executed a search warrant at a residence located at 287 East Exchange Street in Kahoka, Clark County, Missouri.

Frank has a variety of interests and plunges into those interests whole heartedly and makes sure that what he does, he does correctly. He has also made countless friends through those interests and the fact that they have remained in contact shows how much respect they have for him.
During the search of the property items reported stolen from a residence in Clark County Missouri was located and collected as evidence. Deputies also located and collected as evidence a controlled substance (Methamphetamine) and drug paraphernalia (Methamphetamine).
The Clark County License Office WILL BE CLOSED Monday, February 12, for Lincoln’s Birthday and Monday, February 19, for Presidents’ Day.
“I suppose I was strict because of my military background”, he added.
Joseph Duane Leeper Sr. was placed under arrest at 1713 hours, and transported to the Clark County Sheriff’s Office where he was booked into the Clark County Detention Center. Leeper is currently being held at the Clark County Detention Center on a $10,000.00 cash only bond.

Zachary A. Arnold, age 29, of Kahoka, MO, was arrested on February 2, 2018 at 8:06 pm by the Clark County Sheriff’s Office on a Warrant for Probation Violation. Zachary is being held on no bond.
Kenneth W. Shead, age 44, of Wayland, MO, was arrested on February 3, 2018 at 5:59 pm by the Clark County Sheriff’s Office on a FTA Warrant for Failure To Register Motor Vehicle/Trailer Annually With Director Of Revenue. Kenneth posted a $150 cash bond and was given a later court date to appear at.

Yates, age 26, of Kahoka, MO, was arrested on January 29, 2018 at 10:22 am by the Clark County Sheriff’s Office with Warrant issued for Possession Of Controlled Substance Except 35 Grams Or Less of Marijuana/Synthetic Cannabinoid & Unlawful Possession Of Drug Paraphernalia. Kelcey is being held on a $35,000 cash only bond.

Kerry Cochenour, age 58, of Kahoka, MO, was arrested on February 3, 2018 at 11:24 pm by the Kahoka Police Department for Supplying Liquor To A Minor Or Intoxicated Person & Fail To Stop Person Under 21 From Drinking/Possessing Intoxicating Liquor. Kerry was released on summons to appear at a later court date.
