Green Chili Beef Soup

1 lb lean beef -- 3/4 inch cubes
1/3 c flour
3 tbsp vegetable oil
4 c nonfat chicken broth
2 carrots -- diced
2 stalks celery -- diced
2 med onion -- chopped
2 cans green chiles -- 4 oz. diced
2 cloves garlic -- minced
3 tsp oregano
5 c potato -- diced
5 c nonfat beef broth
4 1/2 c canned tomatoes -- drained and chopped
salt and pepper
Roll meat in flour and brown in half the oil. Add chicken broth and bring
to boil, then simmer for 1 to 1-1/2 hours, stirring occasionally. Brown
carrot, celery, onion, green chilies, garlic, and oregano in remaining
oil. When meat is tender, add vegetable-herb mixture, potatoes, beef
broth, and tomatoes. Bring to boil again and simmer covered until
potatoes are done. Season to taste.
