Broccoli Onion Deluxe

2 pkg frozen broccoli flowerets -- cut
2 c frozen onions -- whole
4 tbsp butter
2 tbsp flour
1/4 tsp salt
dash pepper
1 c 1% low-fat milk
1 pkg nonfat cream cheese -- 3 oz
1 c bread crumbs
1/4 c Parmesan cheese
Cook broccoli according to directions, drain. Cook onions in boiling
salted water until tender, about 10 minutes; drain. In saucepan, melt 2
tablespoons butter; blend in flour, salt and pepper. Add milk all at
once; cook and stir till thick and bubbly. Reduce heat; blend in cut up
cream cheese till smooth. Stir in vegetables; turn into 1-1/2 quart
casserole. Bake in 350 degree oven for 20 minutes. Melt remaining
butter; toss with bread crumbs and Parmesan cheese. Sprinkle crumbs over
casserole; bake 15 to 20 minutes more. Makes 10 servings.
