                             Be  it  resolved,  that  we  heartily  approve  of  this  proposed
                        action,  and  when  ratified  by  the  National  Machine  Tool  Builders’
                        Association  we pledge  our unqualified support, and  agree  to  main­
                        tain  such  price  absolutely,  and  also  that  the  National  Machine
                        Tool  Builders’  Association  agree  that  any  dealer  or  selling  agent
                       not  a  member  of  the  National  Supply  &  Machinery  Dealers’
                        Association  shall  conform  to  this  understanding.”
                             The  third  item  we  took  up  was  something  only  mentioned
                       casually  yesterday  afternoon— that  is  the  man  who  has  his  office
                        in  his  hat.
                             The  Machine  Tool  Builders  are  bothered  with  people  of  this
                       character,  and  it  has  been  impossible  in  the  past  for  the  Machine
                        Tool  Builders  to  give  these  people  the  same  price  as  the  people
                        who  carry  stock,  and  have  men  out  travelling;  we  thought  we
                        ought to put  up something to show  that  we do not approve  of that
                        kind  of  business,  and  to  see  if  we  cannot  establish  some  kind  of
                        discount  which  would  be  applicable  to  the  merchants  who  put
                        their  money  into  the  stock.  Therefore,

                             “Your  Committee  recommends  that any  dealer or commission
                        agent  who  does  not  carry  a  representative  stock  of machinery  nor
                        have  store expense,  be  not  quoted  by  the  manufacturer better  than
                        five  per  cent  discount  from  the  established  selling  price  to  the
                        user.’’

                             “Also that  any  article of machinery, the  re-sale price of which
                        is  $100  or  less,  be  subject  to  a  discount  of  not  less  than  twenty
                        per  cent  to  the  selling agent  or  dealer  f.  o. b.  factory,  and  that the
                        latter  pledge  himself  to  maintain  this  differential  price.”

                             P resident  S t ro n g:  I  suggest  that  they  be  read  separately
                        and  passed  upon.
                             The  first  resolution  was  read  by  the  Secretary.  Moved  and
                        seconded  that  this  resolution  be  adopted  and  that  a  copy  of  it  be
                        sent  to  the  National  Machine  Tool  Builders’  Association.  Unan­

                        imously  carried.
                             The  Secretary  read  the  second  resolution.  Moved  and
                        seconded  that  the  same  be  adopted.
                             M r.  S h i p l e y :  May  I  ask  Mr.  Brown,  whether  he  contem­
                        plated  putting  in  there  any  question  about  cash  discount,  because
