            such as Busan, Daejeon, Jeju, Ulsan, and Sejong. These results
            were statistically implausible and pointed to tampering with
            voting machines and software. Kim argued that the National
            Election Commission (NEC) manipulated outcomes by altering
            votes to favor specific candidates or misclassifying ambiguous
            ballots.



                          Legal Barriers and Systemic Issues


            Kim highlighted the limitations of legal action, including the
            inability to use informally recorded video evidence in court and
            issues with NEC servers and vote-counting systems. A 2019
            lawsuit demanding transparency in NEC software was dismissed,
            with courts asserting that such disclosure was incompatible with
            South Korea’s system. This ruling created a significant barrier
            to exposing fraud and limited legal avenues for ensuring fair
            elections.



                       Comparing the 2020 and 2024 Elections


            Kim noted repeated patterns of vote manipulation in the 2020
            and 2024 general elections, particularly in early voting. !e 2024
            election showed a stark disparity between early voting results
            favoring the Democratic Party and election-day results favoring
            the People Power Party. These anomalies strongly suggest
            manipulation, further exacerbated by the NEC’s refusal to release
            vote-counting software for public scrutiny.
