insufficient to ensure full transparency due to their limitations
and manipulability.
Flaws in Vote Counting and Judicial Responses
Yoon argued that procedural changes, such as reordering vote
counting, have not addressed substantial issues. In the 2024
election, even evidence preservation was denied, weakening the
basis for annulment lawsuits. Do criticized systemic con&icts of
interest, where election commission heads often serve as judges,
creating a protective structure within the judiciary. Notable
irregularities, such as “lettuce leaf ballots” and “rising sun
ballots” discovered during recounts in Yeonsu-Eul district, were
dismissed by courts without proper investigation.
Irregular Ballots and Judicial Negligence
