Abstract: Land cover plays a crucial role in the dynamics of carbon stock, especially in initiatives such as the
Land Redistribution Program in Indonesia. This program, which is part of the national strategic agenda, holds
great potential as a mechanism for protecting carbon stock. Based on land redistribution certificates issued by
the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency, land rights holders are subject to
certain limitations, including a prohibition on transferring land rights for ten years. Additionally, landowners
are required to maintain land boundary markers, preserve soil fertility, and utilize land sustainably to preserve
high carbon reserves from land conversion. Expansion of land use has increased rapidly over the last ten years
in Batang Hari Regency, this has influenced changes in land cover which have an impact on the environment.
This paper examined the implications of the Land Redistribution Program for carbon stock conservation and
highlights. Its significance in mitigating land cover changes and carbon emissions in Batang Hari Regency,
Jambi Province. Using the difference stock method, the land cover area in redistributed areas and carbon stocks
in those areas are compared. Over the ten-year period (2013-2023), areas included in the land redistribution
program experienced an increase in carbon reserves due to land cover changes, including forests, plantations,
and rice fields. The land cover that contributes to the highest carbon uptake in Batang Hari Regency is produced
from dry land forest land cover, plantations and mangrove forests, while the least carbon reserves are contributed
from open land, settlements and rice fields. Through an analysis of land cover dynamics and policy implications
over different time periods, this study elucidates the role of land redistribution initiatives in maintaining carbon
stocks and contributing to broader environmental conservation goals.

Intisari: Perubahan penutup lahan berperan penting dalam dinamika cadangan karbon, terutama dalam
konteks inisiatif seperti Program Redistribusi Tanah di Indonesia. Program ini, yang merupakan bagian
dari agenda strategis nasional, sangat berpotensi sebagai mekanisme untuk melindungi cadangan karbon.
Berdasarkan sertipikat redistribusi tanah yang diterbitkan oleh Kementerian Agraria dan Tata Ruang/Badan
Pertanahan Nasional, pemegang hak atas tanah tunduk pada batasan-batasan tertentu, termasuk larangan
untuk mengalihkan hak atas tanah selama sepuluh tahun. Selain itu, pemilik lahan diwajibkan untuk menjaga
patok batas tanah, menjaga kesuburan tanah, dan memanfaatkan tanah secara lestari sehingga dapat menjaga
