      The Optimal Agricultural Policy for Sudan under the New Government


             Toward a Comprehensive Rural Renaissance

      With the formation of a new cabinet, agriculture emerges as a top   رارﺼﺎﺠﻗ ﺋﻐﺠاﺠﻓا ةﺞﻐﺾرلا ﺛﺳُ ﻏ ﻀب ،ﺋﻐﺊﻈجﻓا تﻘمﺳلاو ءاﺜﺶﻂل ﻎسﻐئر درﻌﻄ درﺔﻄ
      national  priority  for  rebuilding  Sudan’s  economy  on  solid  and                     لداﺲو ﺒﺎﻈﻄ عمﺎﺔﻄ ءاﻈبو ﺷﻏرلا
      sustainable foundations.  e agricultural sector is not only a prima-
      ry source of food and foreign currency but also represents the   دﻌﺼﺳل ﻎﺲارﺞلا عاطﺼلا ﻀظ ،ﺋﻂئاﻊ ﺋﻐﺳﻐﺊﺬ دراﻌﻄ ﻆﻄ نادﻌسلا هب رخﺞﻏ اﻄ ﻃغرو
      backbone of rural life and societal stability.            كﺿفتو  ،ﺋﻂﻄاﺿﺎملا  ﺋﻏؤرلا  باﻐغ  ﻆﺲ  ﺋمجاﻇ  ﺋﻏﻌﻐﻈب  ﺋﺣاﺤﻊ  ﻆﻄ  ﻎﻇاﺳﻏ
      Despite Sudan’s abundant natural resources, agriculture has long
      su ered from structural fragility due to the absence of an integrated   ىﻂﺲ هترﺛﺻ ﺷﺳضأ اﻄ ،دراﻌملا عﻏزﻌت ءﻌﺠو ،ﺋﻐﺎﺗﺎلا ىﻈﺊلا رﻌﻊﺛتو ،تاﺠاﻐسلا
      vision,  fragmented  policies,  deteriorating  infrastructure,  and  an               ﺋﻂﻄاﺤلا ﺋﻐمﻈﺎلا ﻎﺸ ﻀﺲافلا ماﻋﺠ�ا.
      imbalance in resource allocation greatly limiting its developmental   ﺋﻐﻈﺬو ﺋﻏؤر ﻆﻄ عﺊﻈت نأ ﺈﺔﻏ ﻀﺑﻄﻓا ﺋﻐﺲارﺞلا ﺋﺠاﻐسلا نإﺸ ،قاﻐسلا اﺜﻊ ﻎﺸ
      potential.
      In this context, an optimal agricultural policy must be built not on                          ىﻂﺲ ىﻈﺊُ ت ،ﻃلاﺳملا ﺋﺗضاو
      fragmented  e orts  or  loy  promises,  but  on  a  clear  roadmap                   ﺋﻐﺳﻐﺊطلا اﻊدراﻌﻄ ىﻂﺲ ﺋلوﺛلا ةداﻐﺠ
      grounded in:
      National sovereignty over natural resources,                                        ﺋﻐمﻂﺳلا ﺋﺸرﺳملاو ﺋﻐﻈﺬﻌلا ةرﺊﺚلا ﻀﻄاﺿت
      Integration of local expertise with scienti c knowledge,                                ﺋﻐﺳﻏرﺤﺎلاو ﺋﻐسﺠﺂملا ىﻈﺊلا حﻘﺦإ
      Institutional and legislative reform,                                  ﺋﻐﺲارﺞلا ﺋﺪﻋﻈﻂل ﺋﻐﺠاﺠأ ةﺞﻐﺾرﺾ راﺶﺧلا ﻆﻐﺔﺎﻈملا ﻆﻐﺿمتو
      And the empowerment of small-scale producers as the foundation

      patterns, land tenure systems, and water management, in line with

      urgent need to expand accessible agricultural  nancing linked to   ،بﻌﺊﺗلا تﻌﻏز ﻀﺑﻄ ،ﻎﺲارﺞلا عﻐﻈﺧﺎلاو جاﺎﻇ�ا تاﻇاﺼﺎب هطبرو ،رسﻐملا ﻀﻏﻌمﺎلا
      modern technologies and post-harvest processing such as grain oil
      production, vegetable dehydration, and fodder manufacturing to   تاﺔﺎﻈمﻂل ﺋﺸاﺪملا ﺋمﻐﺼلا عﺸر ﻎﺸ ﻃﻋسﻏ امب ،فﻘﺲﻓا عﻐﻈﺧتو ،رﺪﺚلا ﺷﻐفﺔتو

      Equally important is the revitalization of cooperative societies and   ﻃﻐﻂﺳﺎلا ﺋﻄﻌﺰﻈﻄ ﺞﻏﺞﺳتو ،ﺋﻐﻇواﺳﺎلا تاﻐﺳمﺔلا رود ﻀﻐﺳفت كلﺜﺾ يرورﺪلا ﻆﻄو
      a restructuring of agricultural education and research to meet the
      demands of emerging challenges, including climate change, digitiza-  ءاﺾﺜلاو ،ﺋﻈمﺻرلا تﻗاﺔﻄ ﻎﺸ ﺋﻐملاﺳلا تارﻐﺶﺎملا ﺈﺾاﻌﺎل ﻎمﻂﺳلا ثﺗﺊلاو ﻎﺲارﺞلا

      On the legislative front, Sudan requires a uni ed agricultural law
      that protects smallholders from corporate dominance and regulates   لّ ﻌﺶت ﻆﻄ ﻆﻐﺔﺎﻈملا راﺶﺦ ﻎمﺗﻏ ﺛﺖﻌﻄ ﻎﺲارز نﻌﻇاﺻ ىلإ نادﻌسلا جاﺎﺗﻏ ،اً ﻐﺳﻏرﺤت
      land investments in an environmentally and socially responsible   ﺋلوﺂسﻄ ﺋﻐﺲامﺎجاو ﺋﻐﺆﻐب ﺟﺠأ ىﻂﺲ ﻎضارﻓا ﻎﺸ رامﺑﺎﺠﻗا ﻃﺰﻈﻏو ،تاﺾرﺤلا

      Ultimately, successful agricultural policy goes beyond government
      decrees. It must be a shared national vision, shaped through the   ،نﻌﺲراﺞملا  اﻋﺎغاﻐﺦ  ﻎﺸ  ﻃﻊاسﻏ  ﺋﻐﺾراﺤت  ﺋﻐﻈﺬو  ﺋﻏؤر  ﺈﻂطﺎﻏ  ﻀب  ،اﻊﺛﺖو
      participation of farmers, experts, private investors, and policymak-  ﺋلءاسمﻂل عضاخو فافﺣ راﺬإ ﻆمض ،رارﺼلا عاﻈﺦو ،صاﺚلا عاطﺼلاو ،ءارﺊﺚلاو
      ers, within a transparent and accountable framework.
      We hope the new government recognizes in agriculture the key to a   ﺋﺪﻋﻈﻂل اً ﻐسﻐئر  ً ﻘخﺛﻄ ﺋﺲارﺞلا ﻆﻄ ﻀﺳﺔت نأ ةﺛﻏﺛﺔلا ﺋﻄﻌﺿﺗلا ىﻂﺲ لّ ﻌﺳﻈل اﻈﻇإو
      comprehensive national revival one that begins in the countryside         ﻆﺬﻌلا عﻌبر ﻀﺾ ﻎﺸ رمﺑتو ،ﺷﻏرلا ﻆﻄ أﺛﺊت ،ﺋﻏداﺧﺎﺻﻗا
      and extends to every corner of the nation.
