The Recommendations Committee had the following Recommendations and they were all passed unanimously:

Late Fee (revised)
As of April 2 late fee is in effect for annual membership payments for all Top Ladies.

Transfers (revision #2, 5, 6)
2. In the event there is not a chapter in the city to which the member has moved, she may submit a request for

    affiliate status to the National Financial Secretary.
5. The National Financial Secretary validates national financial status for all members. She receives properly

    completed Transfer form from receiving chapter along with any applicable membership dues payment re-
    quired.
The National Financial Secretary will update the national membership database to reflect transfer and notify all
parties of change to include; transferring lady, sending chapter, receiving chapter, National Area Director, Na-
tional President. She will maintain national files regarding such.

Within a City Transfer (revision to #1)
The receiving chapter members must consent and approve of the transfer. The chapter will conduct a vote by
secret ballot to determine if the transfer is approved.

Procedures for Organizing New Chapter (revision to #9 and add #11)
9. The Chapter must meet and maintain the standards of Top Ladies of Distinction, Inc. becoming a fully oper-

    ational chapter within 150 days after its chartering, by sponsoring an active chapter of Top Teens of America.
To operate as a TLOD chapter, the organized charter group must attend a financial orientation with the National
Treasurer prior to the chapter’s chartering or within 90 days of the chartered chapter. This must be done prior
to opening any bank accounts in the name of TLOD. Chapters are not to apply directly for EIN numbers from
the IRS. National will issue the EIN number for the new chapter and provide legal documentation for opening a
bank account.

Syn-Lod (revision to #3 and #5)
3. Failure to send at least one delegate will result in a penalty of the cost of one (1) Top Lady registration for

    the year which a Syn-Lod is held, not to exceed $500.00
Each chapter shall send at least one Top Teen delegate to Syn-Lod or be assessed a fine of the cost of one (1)
Top Teen Syn-Lod registration.

IRS-990 Late Filing Fees (Chapter and Areas)
Annual Financial forms not filed by August 1st will incur a penalty as follows:
August 1- August 15th – $250.00
After August 16th - $350.00
Chapters/Areas Non- compliance shall result in a chapter being out of compliance.

TLOD chapters are subordinate organizations to the TLOD National organization and will be included in the
National and Group 990 report to the IRS. Chapters are not to complete any forms directly for the IRS, unless
