when requested by funding agencies, research proposals may be submitted anytime.
The University President, upon recommendation of the VP-RDET, shall endorse research
proposals prepared for external funding. Before endorsing to the President, the VP-RDET
office shall subject each proposal to technical review by research specialists who are
experts in research fields covered by the proposal. Proposals for external funding shall
follow procedure shown in Figure 5.2.
