2.3 The School, in exercising its role as a good father of a family, recognizes the principles of
                          progressive discipline in implementing these Implementing Rules of Conduct. Thus,
                          behaviors that deviate from Standards shall be corrected with the following principles in
                          mind:

                              2.3.1 With the end view of transforming the erring employee, the Department Head
                                     and Immediate Supervisor shall positively reinforce good behaviors and sanction
                                     unacceptable conduct.
                              2.3.2 The Department Head and Immediate Supervisor shall observe due process as
                                     prescribed by laws.

                                     2.3.2.1 Leaders shall exercise prudence, objectivity, impartiality, open-
                                            mindedness, uniformity and fairness;
                                     2.3.2.2 Leaders shall act in a timely yet prudent manner.

                       2.4 These Implementing Rules of Conduct shall not be all-inclusive and shall not preclude
                          the School from adopting such other processes or measures in order to attain the
                          objectives of these Rules. There may be other acts or omissions not explicitly contained
                          herein but which are clearly prejudicial to the welfare/interest/reputation of the School
                          or are not in accordance with the Standards. The School reserves the right to consider
                          them punishable and to impose appropriate sanctions/penalties warranted by the
                          circumstances of each case. The penalties indicated for each offense in these Rules are
                          guidelines for imposable sanctions. These will ensure that disciplinary actions taken are
                          neither too lax nor too severe.

               Section 3 CLASSIFICATION OF CONDUCT AND BEHAVIOR

                                  a)  Conduct or behavior relating to PERSON;
                                  b)  Conduct or behavior relating to PRODUCTIVITY;
                                  c)  Conduct or behavior relating to SCHOOL & OTHER PERSON’S PROPERTY;
                                  d)  Conduct or behavior relating to HEALTH, SAFETY and SECURITY;
                                  e) Conduct or behavior relating to SCHOOL INTEREST; and
                                  f) Conduct or behavior relating to BUSINESS ETHICS.

               Section 4 LEVELS OF CORRECTIVE ACTIONS

                       4.1    COUNSELING
                               A disciplinary measure which involves the act of discussing and calling the attention of
                       the employee regarding a violation of these Implementing Rules of Conduct, with the objective of
                       impressing upon him or making him understand that his actions constitute an offense. The
                       discussion points and agreements should be reduced in writing and signed by both department
                       head/supervisor and the employee concerned using the School’s Counseling Form. A copy of the
                       duly signed Counseling Form (available in the HRDM office) shall be included in the 201 file of the
