d.  Katia  Chestopalov  (FAFICS  representative  on  the  inter-agency  High-Level
                      Committee, has reported regularly on the progress of the discussions.

                  e.  The report contained:

                        i.  A  cost-benefit  study  of  the  possibilities  of  acquiring  health  insurance
                            coverage  in  the  country  of  residence  for  each  individual  and  his(her
                            dependents,  which  would  thus  be  the  primary  insurance,  whilst  those
                            who would not thus be covered would come under the insurance scheme
                            of  the  Organization  concerned.  The  results  of  this  survey  showed  that
                            with this option the cost to the Organizations would be higher. The Group
                            also underlined that insurance coverage differs widely from one country
                            to another.

                        ii.  A proposal to modify the conditions of eligibility to offer a 100% coverage
                            proportional to the length of service.

                  f.  The  final  report  of  the  Working  Group  was  presented  to  the  UN  General
                      Assembly  which  adopted  Resolution  A/RES/73/279B  (Annex  VI)  on  15  April
                      2019,  which  requests  the  Secretary-General,  notably  to  continue  to  explore
                      options that will allow higher efficiency and the compression of costs, including
                      obligations  to  serving  staff  and  those  who  will  be  recruited,  with  the  aim  of
                      reducing the cost of health insurance schemes and coverage of after-service
                                                           th
                      health care, and to report to the 75  session of the General Assembly
                  g.  The FB Network Working Group having made its final report, it is now up to
                      the  Secretary-General  to  take  measures  to  ensure  that  the  studies  and
                      recommendations of the General Assembly are put in place. In July 2019 the
                      President of FAFICS wrote to the Secretary-General to request that FAFICS
                      continue to be associated with this task. The reply received ensures that this
                      will be the case.



                        iv.  Providing reliable and precise information to AAFI-AFICS
                            members

            35. It is now clear that we can no longer issue four Bulletins per year. We can however
                 publish three Bulletins and the Annual Report. We can draw some comfort from the
                 fact  that  we  are  still  able  to  offer  a  paper  issue  when  most  administrations  are
                 opting for dematerialization

            36. We  wish  to  thank  the  UNOG  Publications  Service  for  their  support  and  the
                 Administration for printing and distributing the Bulletin which is, for many, a link with
                 their former professional activities. We are still sending out a paper issue since only
                 xxx  of  our  members  have  provided  an  e-mail  address  and  most  members  have
                 requested to receive a paper version, and we shall do it as long as possible. You
                 will find in ANNEX IX the sample of the letter to use to provide your e-mail. A
                 small number have now asked to receive the Bulletin electronically. We endeavour
