E. Rejection of Appeals

                            An appeal may be rejected by the Competent Authority if:

                          a.  it does not comply with requirements of the above regulations;
                          b.  it is illegible or is unintelligible;
                          c.  it  deals  with  a  matter  which  does  not  concern  the  employee
                             personally.
                          d.  it repeats an appeal already rejected and does not in the opinion
                             of  the  competent  authority,  disclose  any  new  points  or
                             circumstances  which  afford  grounds  for  reconsideration  and
                             which  after  the  exercise  of  due  diligence  should  have  been
                             produced at the time when the order was made.

                            Appeals  shall  not  be  addressed  to  the  members  of  the  Board
               personally and any such action shall be deemed a breach of discipline.

               F. Suits, Criminal Cases and Bonds

               Where a civil suit or a criminal case arising out of the circumstances directly
               connected with the discharge of his duty is filed against an employee of a
               co-operative society and the employee makes a request for the defence of
               the  case  at  the  cost  of  the  society,  the  committee  of  management  of  the
               society  concerned  may  consider  such  request  and  sanction  defence  of  the
               case at the cost of the society subject to approval of the Registrar.

               (ii) While seeking approval of the Registrar under clause (i) the society shall
               intimate reasons for offering defence at the cost of the society and furnish
               such  other  information  as  the  Registrar  may  require  for  disposal  of  the
               request of the society.
               Explanation - Cases of employees having been charged with embezzlement,
               fraud,  corruption  or  moral  turpitude  shall  not  be  treated  to  fall  within  the
               scope of this regulation.

               Enquiry or action when the case is under Police Investigation or before Court
               - Even where a case against an employee of a co-operative society is - (a)
               under  police  investigation  or  (b)  pending  judicial  enquiry  or  trial;  the
               concerned  society may  institute  or  proceed  with  departmental  enquiry  and
               take disciplinary action against the erring employee.

               Every  employee  other  than  Government  servants  on  deputation  shall  be
               required  to  execute  a  service  agreement  bond  with  his  employer  co-
               operative  society  on  a  form  prescribed  for  the  purpose  by  the  society
               keeping  in  view  the  nature  of  work,  the  obligations  and  the  duties  of  the
               employee.
