Deposition - Lead Instructor / Role Player
Instructors and safety officers stated that there was an inadequate amount of
PPE so it was deemed “optional”.
• The lead role player who shot the victim stated that he was the best shooter
in the department, his qualification scores are always 100%, he never misses
and because of the lack of safety equipment for this training event he only
shot at officers “below the waist”.

The OODA Loop
Understanding the OODA Loop principles from a firearms and/or force-on-force
instructor perspective and applying it to a professional training program is
absolutely critical:
• The OODA Loop is the cycle: observe–orient–decide–act, developed by military
strategist and Unites States Air Force Colonel John Boyd.
• According to Boyd, decision making occurs in a recurring cycle of observe–
orient–decide–act.
• The observe–orient–decide–act cycle for an individual who is adequately
trained and experienced can process their environment and deliver a reflexive
procedural response on average in .35-.50 seconds.
• For the purposes of this presentation: a trained law enforcement officer.
