The best shooter in the department: “his qualification scores are always 100% and he never misses”.
• Never say never: everyone misses.
• FBI UCR data suggests that US Law Enforcement hits their intended target with 17-20% of all
shots fired in real world gunfights.
• “Qualification” is being able to demonstrate a known skill or ability, in a stress free environment and
at a pre-determined time and place. Most law enforcement and state security guard qualification
courses of fire are not challenging and are designed for the lowest common denominator.
• The courts have been telling law enforcement for 40 years that qualifications are an objective
measurement of skill and that firearms training has to be more reflective of the conditions that officers
would face while working.
