Case #3:
Police Training Accidental Death - FDLE Investigation
• The FDLE investigation determined that the ammunition used in the shooting had been stored in two
boxes in the back of Coel's assigned K-9 patrol car, as were three boxes of Winchester blanks and a box
of Fiocchi blank firing cartridges.
• Coel had tested the ammunition in July 2016 at the Charlotte County Sheriff’s Office gun range with K-
9 supervisor Cpl. Leonard Prevatte before a demonstration at the gun range for a group of citizens.
• Coel and Prevatte told investigators that they test-fired a single cartridge while pointing the .38-caliber
revolver at the ground — neither noticed the round striking the ground in the grass next to them.
• The FDLE report said. Both Coel and Prevatte reportedly believed they were firing blanks. The reason
for the test was to determine if the sound of the ammunition would be loud enough to be used in a
demonstration.
