• If Officer Cole had maintained
positive control of the blank
ammunition and not commingled
it with live fire ammunition this
tragedy would have been
prevented.

• Blank ammunition on the left and
live ammunition on the right.

• Both rounds of ammunition are
dimensionally the same.

Case #3:

Officer Cole’s personal weapon

• Not converted to NLTA or non-lethal.
• In order to use traditional blanks this
gun must be left in it’s OEM
condition and not converted to
NLTA.
• If Officer Cole’s gun had been
converted to fire only NLTA blanks
this would have served as a
redundant safety procedure and
prevented live ammunition from
being introduced into the training
environment.
