The Isabela State University currently stands as the premier Higher Education Institution in Region 02, and
accordingly, it is indisputably regarded as one of the top State Universities and Colleges (SUCs) in the country.
With its growing prestige, it is now zeroing in on its emerging international presence. Notwithstanding this
competitive stature, it will strive not to allow any room for complacency. Its dream to further improve its key result
operations and be at all times distinguished for excellence, quality, and relevance are deep-seated. It endeavors
to be at par with the best universities. Thus, to be fully empowered to permeate through globalized landscape.
These are the reasons why it continues to evolve and reinvent its short-term plans and to pave the way towards its
desires and aspirations. It is indeed paramount for ISU to recalibrate its strategic directions. Foremost, it will
escalate its university status, to meet international standards in all our educational pursuits. It therefore incumbent
upon us to inspect and upgrade the quality of our physical structures, equipment, amenities, and interconnectivity.
We will also institute rationalization of our academic programs in line with our core values on quality and relevant
academic programs. Particular initiatives will be the establishments of Doctor of Medicine (M.D.), Doctor of Dental
Medicine programs (DMD), and Lexicon IP, an innovative model on entrepreneurship. The Research and
Development (R&D) of the University, on the other hand, has made its reputation as an exemplary Research
institution in the regional, national, and international levels. We will continue to fortify and expand our research base
by taking advantage of this recognized position. We will embody quality leadership with utmost integrity,
transparency, stability, maturity, goodwill, respect, and harmony as an empowered organization manned by
responsive and responsible frontline service providers. Moreover, we intend to capitalize on our expansive assets
through corporate-style of revenue management generation that is sustainable, self-reliant and stable.
The University enjoys the advantage of having vast tracts of land which is committed to harness them in full swing.
In this regard, we will consider commercial and or industrial utilization opportunities of idle swaths of land to boost
our revenues and hopefully such revenues will progressively increase under the aforementioned resource plan.
The generated revenues will be utilized to improve, and modernize our physical structures and other learning
facilities. These are some of the major thrusts that the University will embark on within the ambit of the 2019-2024
short term Development Program. We prudently plan, and meticulously and judiciously choose our strategic goals
to effectively and efficiently deploy appropriated resources in order to produce the results which we can be proud
of and significantly add value to the university in general. Although, the tasks ahead are indeed enormous,
stakeholders’ expectations and parameters of standard are getting higher, we, at the Isabela State University,
wielding an immovable commitment, perseverance and desire for quality, excellence and relevance, will navigate
the next five years, through a myriad of opportunities and challenges, including economic and political, enabling us
to achieve our aspirations: to provide quality education; to employ state-of-the-art learning facilities for our students;
and to further unlock breakthroughs ; and to be recognized as one of the leading research universities in the country
and in the Southeast Asian Region.
The Isabela State University is determined to be the leading research university in the ASEAN region. To uphold
these commitments ISU shall attain the following quality objectives:
1. Sustain academic excellence and quality in instruction;
2. Generate research breakthroughs;
3. Engage in sectoral activities for community development;
4. Develop products for glocalization;
5. Support students’ participation to local and international fora to enhance their potentialities; and
6. Review on a periodic basis, the Quality Management System (QMS) and gather feedbacks on the level of client
satisfaction as basis for continual improvement.
