       Risk in this scenario is limited to the overlap between Stages 1 and 2. The maximum
       financial value of this risk would be the cost of completing Stage 2 for a second time.
       Architecturally this is £600 but other professional fees should be considered such as
       external Planning Consultants.

       This system would continue to allow DPG to remain anonymous through the change of
       use application process.
