employees to operate a commercial motor vehicle without a CDL will
             be subject to  discipline up to and including  immediate
             termination.  Any employee that is caught driving one of these vehicles
             without a CDL will be  subject to discipline up to and including
             immediate termination.

             Federal Motor Carrier Safety Administration
             (FMCSA) Drug and Alcohol Clearing House
                    Individuals that hold a Commercial Driver’s License (CDL)
             or a CDL permit  will be screened against the FMCSA  Drug and
             Alcohol Clearing  house to determine  if there are  drug or alcohol
             violations.  This screening will be conducted prior to employment and
             yearly thereafter for the duration of employment.  For pre-employment
             queries the applicant must provide their electronic consent for a full
             query of the clearinghouse.  For yearly verification an employee only
             needs to provide written consent to obtain a limited query result.  If the
             result  provides  information that there  are  additional details of their
             record, an electronic consent must be obtained from the employee prior
             to obtaining the full query results.

             Applicants or employees that will not provide electronic consent for a
             full query will be reported to the clearinghouse as a refusal to consent.
             Applicants will no longer be considered for employment.  Existing
             employees may lose driving privileges resulting in reduction of pay
             and/or termination.
             Substance and Abuse

                    In compliance with the Drug-Free Workplace Act of 1988, the
             Company has a longstanding commitment to provide a safe, quality-
             oriented and productive work environment consistent with the
             standards of the community in which the company operates. Alcohol
             and drug abuse pose a threat to the health and safety of the Company
             employees and to the security of the company’s equipment and
             facilities.  For  these  reasons, the  Company  is  committed  to  the
             elimination of drug and alcohol use and abuse in the workplace

             Scope:
             This policy outlines the practice and procedure designed to correct
             instances of identified alcohol and drug use in the workplace.  This
