          The problem

        The educational institutions are not up to modern levels of IC i e they are not
equipped with modern communication services and online training tools, also there are
no training programs to improve specialists, besides the shortage of computers, and
financial resources, difficulties in network access, no national scientific network for
educational researches with ability to deal peer to peer with institutions inside or outside
the country
