Mishna Berura 639:13
Water and wine and eat fruit (even if one designated it as a meal) – the reason is that eating fruit, even a large
amount in a set manner, is still considered like achilat arai of bread [i.e., less than a k’beitza]. And the same is true
that meat, fish, cheese, and any other foods are considered like fruit according to the Shulchan Aruch, and he
was only stringent regarding a dish made from the five grains. Now the Rema who stated “even if one designated
it as a meal” refers to wine as well, as is clear from the Darkei Moshe. His reasoning is that wine is only equivalent
to eating fruit, and certainly [that is true] regarding other drinks. Therefore they are never considered to have
been designated as a meal. But know that there are a few acharonim that question this ruling and hold that if one
drank wine in a designated manner, one is obligated to drink in a sukkah, and especially concerning a group of
friends that sat to drink together, it is considered a complete designated meal.
Nevertheless, regarding saying a beracha, a number of acharonim agree that one should only recite leisheiv
basukkah for bread made from the five grains, or a dish made from the five grains if he designates a meal over
it. [The halachot] regarding pat haba b’kisnin will be elaborated below. However, it is worthy and proper not to
drink in a designated way, even other drinks such as honey water or beer, unless one does so during a meal, or
at least one should first eat bread [of a measurement of] more than a k’beitza (or any other food made from the
five grains over which he designates a meal) and then he recites a beracha of leisheiv basukkah and fulfills his
obligation according to all the opinions.
Rav Moshe Shternbuch writes that in our times where many people have set lunch or dinner meals without bread at all, and
have other foods as their main course, one is obligated to eat such a meal in the sukkah.
