              After Compliments,—Having reason to suppose tliat some of tho inhabitants
          of thoso islands aro in fear of being molested, .whether by yourself, Nausor bin
          Mobnrek or by the Bedouins pjratically collected in Bahrein, I must request
          that, pending further communications, no ckiof, tribo or inhabitant of the
          33ahroin or Moharrag Island bo injured whether in person or property.
              Should injury tako place, Her Majosty's ships will open fire.

              After Compliments,—Fivo days ago I addressed, in obedience to tho .orders
          of Her Majesty’s Indian Government, a circular letter to the Chiefs in possession
          of 13 ah rein, informing them of tho duty on which I came here with Her Majesty’s
          ships, and inviting.thora to conform with tho Government wishes, failing which
          it would become my painful duty to uso force.
              I invited all tho Chiefs off to visit mo .Tyithjm 24> hours. I r.opoatcd my '
          invitatiou on the following day, and refrained from using forco on my own
          responsibility.
              NauBer bin Mobnrek, tho Chief who is now occupying tho fort of tho Into
          Chief Alco bin Khali foil, whom Her Majesty’s Indian Government recognized
          ns Chief of Bahrein, has neither acknowledged my letter, nor has lie visited
          mo under the safo conduct offered hipi. On tho contrary, ho lias allowed his
          piratical Bedouins to asscmhlo in largo numhors on tho shore Ijno, and utter
          the insulting threat of attacking Hor Majesty’s ships.1 further, lie is overy
          night clandestinely embarking his goods and animals in boats, and sending
          them closo in shoro towards tho Wuhabeo coast in definneo of tho blockade.
              It is timo for tho Sonior Naval Ofllcor of Her Majesty’s ships present
          and niysolf to convineo this pirato and his Bedouins that they cannot with im­
          punity rcitcrntcdly insult Tier Majesty’s Indian Government and injure or
          ruin that Government’s subjects. Wo are compelled to net accordingly. But
          it will bo our chiof caro to avoid injuring tho town or towns-pcoplo.
