BAHRAIN BUDGET FOR 1362
I - GENERAL
The accounts of tho Bahrain Electrical Department and
the Budget for tho Bahrain Electrical Department have been
kept separate from the State Budget and the State Accounts.
This is, in my opinion, quite wrong and tho assets of tho
Electrical Deportment should be shown os assets of the State
and the department should be budgeted for in exactly the same
way as any other department of the Government.
II. BAHRAIN ELECTRICAL DEPARTMENT
1. "Profit and Loss Account” 1361.
On tho receipt side of tho "Profit and Loss Account" there
is only one item which roads "Sundry Revenues and Receipts".
The receipts should be detailed under their major heads and
should there be any small receipts of not sufficient importance
to receive a hooding of their own they should bo described
as "Sundry". The revenues from rentals, telephones, sale of
appliances, sale of current,and installation charges, &c.,
should be clearly shown.
On tho expenditure side the use of the word "Reserve"
in conjunction with "Bad Dobts" and "Engine Spares", does
not seem to bo appropriate.
"Operating Reserve" does not cor
rectly describe tho purpose for which the money is to be used.
If the item Rs.48,761-13-1 is intended to finance the operations
of the Electrical Deportment then it would soem to me that
it should have been transferred to the liability side of the
"Balance Sheet" and not appear in this account at all. If,
however, it is in fact the excess of receipts over expenditure,
i«o., the profit on the year's working, as it would appear
to bo, then it should bo described as such.
2."Balance Sheet."
Thero is no indication that any interest has accrued
from tho Rs.2,18,465-7-8 notod in tho,rBalanco Sheet" for 1361
