by the additional cost of food-stuff* and the high price*

3, Public Protection* The fact that the Btato Police
do not receive a war Allowance is not apparent from the budget
but they alone of all the Departments of Government have had
no alteration in their pay ainoe the war began. They are
undoubtedly entitled to at least a 25# increase in their
basic pay and a budget provision for this hhould bo wade in
the budget for 1362,
4, Public Works Department. It would qppear that this
Department costs the State fa,49,000 and only supervises the
expenditure of to,90,000, This is, I am glad to 3ay, not the

case , for the public Y/orks Department/deals with the "Shaikh
and but has
Hamad Bridge1*, *New Buildings**, and during the course of the
last year has supervised, free of cost, n considerable build
ing programme for the Defence Services,
The Public Works Department should undoubtedly
be a major heading and should include the ^Upkeep of Hoads
and Government Buildings**, "The Shaikh Hamad Bridge** and
•"public Works, Now Buildings", The Department should appear

Y/hon considering the amount spent under the
"Upkeep of Roads" it must be rejilised that the roods alluded
to are the roads lying outside the nunicfpal limits und
outside the Oil Company* s area. The municipalities are res
ponsible for the upkeep of their own roads and grants tcK'the
ininioipalitie3 amounting td *,51,000 (item 6 of the Budget)
are mode by the Government to assist them in carrying out this
work.
