The Ruler wanted to issue the notice straight awAy, but I recommended the
Acting Adviser afterwards to delay this pending the outcome of the court cases
and the effect of increased police activity.
B. While I feel that members of the committee could now reasonably be
apprehended for encouraging disorder and violence and while I feel that this
would encourage the Government and its wavering supporters, I have no
confidence that the police could do tills with success. Failure would make the
situation much worse.
0. We shall reconsider the situation in a few days when I will report
again. I consider, however, that we must envisage another emergency soon
on the lines of that of last month and that we shall therefore have to be
prepared to reintroduce our own security precautions if necessary e.g., tove
a frigate standing by.
